Abstract : The importants politics decisions are regulary accompagnied and prepared by the diffusion and the discussion of texts “ autorized ” : studys reports ; expertises and others writes books... The problematical of the “ formative ” text questions the manner whose this texts “ autorized ” contribute at the création of the news socials forms where the roles and the functions fastened at the contradictorys elements of the action can to move.
