Cadrage européen et (re)cadrage national : l’exemple de la flexicurité

Abstract : The European model of flexicurity combines the flexibility of the labour markets and employment security for the workers, two elements that have long time been considered as incompatible. This article analyses the conditions of construction of this norm at the European level, and its diffusion at the national level. It shows that, in the three cases studied (European, French and Portuguese), political- administrative actors have delegated to academic experts the task to depoliticize the debates over employment policies. The ability of trade-unions to intervene in the framing of the reforms might be constrained by their division (Portuguese case), the limits of their representation (European case) or, by contrast, favoured if they manage to link distinct political spheres (French case).
