, Face à l'augmentation croissante du nombre de passages vers Israël depuis l'Egypte à partir du milieu des années 2000, une rencontre a été organisée en juin 2007 à Sharm el Sheikh entre Ehud Olmert et Hosni Moubarak. Le but de cette réunion était de renforcer le contrôle de la frontière israélo-égyptienne afin de prévenir les « infiltrations » depuis le Sinaï. Le 1 er juillet 2007, lors d'une déclaration publique, le premier ministre israélien annonçait avoir trouvé un terrain d'entente avec son homologue égyptien afin de réduire le nombre d'entrées « clandestines » en Israël. L'accord conclu entre les deux dirigeants prévoyait également la réadmission en Egypte des « infiltrés qui arrivent à franchir la frontière », tandis que l'Egypte acceptait de faire « les efforts nécessaires pour empêcher de nouvelles "infiltrations" depuis son territoire » 35 . Les premiers « efforts » égyptiens se font rapidement ressentir lorsque le 22 juillet 2007, la police a ouvert le feu sur un groupe de demandeurs d'asile tuant une demandeuse d'asile du Darfour enceinte de sept mois au moment des faits
